Rationale

Fossil fuels are the primary source of greenhouse gas emissions, and understanding how governments and other actors are approaching their regulation and phase out is critical for informing and enhancing ambitious climate action.

Concept methodology

The three main components of fossil fuels are oil, coal and fossil gas (also known as natural gas), which were developed based on desk-based research by our policy team. Climate Policy Radar used natural language processing methods to identify mentions on this concept in our dataset. For more information on our technical approach please read this methodology.

References & acknowledgements

The structure and components of this concept were informed by the EU Eurostat Glossary with additional reference to the U.S. Energy Information Administration. The concept was amended to remove some terms that are not typically considered synonyms with ‘oil’ from a climate context, including oil products such as ‘bitumen’ and white spirit. These may be added in future work but are currently out of scope for this iteration.
